PCS Latest News

Sorry for the lateness of today’s e-mail. It’s been a very busy week for me. And I could probably have been a little better organised. But mostly because DWP has changed from @dwp.gsi.gov.uk to @dwp.gov.uk and I’ve had to redo all my distribution lists. Remember that the virus has not gone away. We are seeing a second spike in infections. Please keep following the rules to protect the public, your colleagues, your friends, and your family. We have had a fantastic response but we still need more signatures. Coronavirus Outbreaks We have seen Jobcentres shut for short periods and longer periods because of cases and clusters of cases. Please keep you PCS rep informed and we will help to ensure that the process is followed. And remember we must be able to clean properly if the public are coming into the building. If there is no cleaner please make sure that PCS Health & Safety reps are informed immediately so we can give advice. If you have any concerns please get in touch with us. We continue to meet with managers on a regular basis and advocate for the safety of our members. We don’t always achieve everything that we want but we will keep on trying. 18:30 Finishes in Jobcentres I reported on the clarification from National management about this issue a couple of weeks ago in the Friday e-mail. Festive Leave I attached a circular a couple of weeks ago for the festive leave position in Jobcentres. I would hope that CMG also try and maximise leave over Christmas and the New Year. If you do not think that the policy is being applied correctly please contact you rep or let us know by e-mail. People Survey PCS is encouraging members to complete the survey which is now open. Please answer honestly. See here for further details. The deadline for completing it has been extended to next Tuesday so please do it now if you have not yet completed it. BAME Risk Assessments Initial numbers suggest that uptake is lower than expected so far. The process is here. If you are BAME or if you manage BAME staff please read the procedure. Green Tip of the Week Our branch Green Rep, Donna Pellegrini, will be providing some hints and tips for this e-mail. Here is the first one. Plastic bags are appallingly wasteful, and can be extremely dangerous to the environment. It is believed that only 1-3% of worldwide plastic bags are recycled. This means there is a huge amount of waste, most of which ends up in the oceans. You can read more worrying facts about plastic from Envirosax, but you can also help a great deal by using Earth friendly bags such as paper, or Bags For Life, and recycle any old plastic bags you have lying around. It’s Halloween tomorrow but there should be no trick or treating. And it’s bonfire night next Thursday. It’s a big thing in our house we normally have a dozen or more come round for supper, bonfire and fireworks. But not this year. It will be a maximum of 6. I’ll still enjoy it but it won’t be the same. And although there may be fewer fireworks this year you will still need to keep people and pets safe. PCS Latest News

Another week and coronavirus news dominates the headlines; in the country and locally. There are, of course, other issues but I’m not going to comment on extending free school meals through the school holidays. Whatever your views on letting children go hungry I’ll let you make your own mind up. Personally I think that child poverty is a bad thing. Local foodbanks are all looking for donations of time, money and food. Please help out if you can in any way that you are able to. Remember that the virus has not gone away. We have had a fantastic response but we still need more signatures. Coronavirus Outbreaks Wellington Street Jobcentre has shut for a week as a circuit breaker because of a cluster of cases. PCS supports this decision. We are trying to ensure that this doesn’t cause a knock on effect of overloading our other Jobcentres, especially as there have been cases in other Jobcentres which have been closed to the public for deep cleaning. We are still getting reports of cases in city and county all the time. As I’m writing this I’m hearing that New Walk is closed for a second consecutive day as well and we are seeking confirmation. If accurate this could put a lot of pressure on to Charles Street. Please make sure that any cases are notified to PCS. We will help management to ensure that correct procedures are followed and that we keep members of staff and the public as safe as we can. We have been in discussions with CMG management. We believe that it is incongruous that the Jobcentre should shut but CMG remain open as there are so many common areas; staff entrance, lift, stairs, HASSRA room, canteen, etc. and some staff do move around the office such as the security guards. Both PCS and management are taking further advice from national management and health and safety experts. PCS reps continue to discuss this issue and lobby for CMG to fall in line with the Jobcentre and prevent further cases. Please be vigilant on all safety procedures and keep your reps aware of what is going on. I sincerely hope that there are no more cases in CMG. The Diwali Wheel of Light opens today in Belgrave Road. I miss not have the light switch on this year and mingling with the crowds but it was correct to not hold the event. We have had a fantastic response but we still need more signature Reopening Jobcentres We achieved some significant concessions. We managed to get 8 p.m. finishes changed to 6:30 ones. We will continue to argue our case and ask if we need so many people working lates that didn’t need to do so in previous rotations. We are also trying to enable vulnerable people who are working from home to do lates and Saturdays from home. We have met with district managers yesterday to discuss these and other issues. I will let you know if there are any significant outcomes when I know myself. Locally PCS Health & Safety reps are trying to get as many mitigations in place to make your workplace as safe as it can be. For your own safety, the safety of your colleagues and the safety of our customers, please make sure that you strictly adhere to these mitigations. If you have any ideas for improvements or there is a breakdown in procedures (for example cleaners not being available) please report this to your manager and PCS. While PCS advice is still to not volunteer to work face to face the guidance has recently been changed to remove this. Your manager will still need to discuss your concerns with you. If your Jobcentre plans to open further or change working practices please contact PCS to ensure that the process has been followed and concerns of members addressed. We need to know all the problems and potential problems so we can try and get mitigations put in place. PCS will continue to monitor the situation. PCS Latest News

Summer is turning to autumn as we move towards the dark days of winter. It feels like this is also the pattern for the coronavirus pandemic in England. It is certainly true that there have been several confirmed cases of members of staff having coronavirus in CMG and Jobcentres both in the city and county. This does seem to be a worrying cluster. All cases must be reported to PCS and we will work with managers to ensure that the correct procedures are followed. If you have any concerns please contact a rep. We don’t need to panic but we do need to be careful. Please follow the advice of your PCS Health & Safety reps. Here is the latest news. Pay Please, please, please SIGN THE PCS PETITION. Do it NOW. We have had a fantastic response but we still need more signature Reopening Jobcentres DWP Group officers of PCS have been meeting with DWP management. We have asked that Jobcentres are not further opened to the public and that extended working hours are put on hold until the coronavirus pandemic is over. There are some promising signs but negotiations are still continuing. PCS is also asking sympathetic MPs to raise the issue in parliament. The push to get more staff into the office who are working from home seems to directly contradict the Prime Ministers statement which he made on Tuesday. And getting more customers to come in increases risk for them, anyone else on public transport travelling with them, and our staff. PCS think that this is unnecessary and, in some cases, reckless. I along with a number of other branch reps participated in a PCS Zoom meeting last night where the latest position was outlined. It is no comfort to know that the whole country is in a similar position. Some areas are reportedly worse. I am not allowed to give details here about the full PCS response to our safety concerns because of Employee Relations policies. You will have to find out through other means. PCS have been approached by a number of managers who share our concerns and are implementing policy reluctantly. We understand that pressure for these changes is coming from a very senior level. Managers are our members, too. If you are a manager we will support you. PCS Health & Safety reps are trying to get as many mitigations in place to make your workplace as safe as it can be. For your own safety, the safety of your colleagues and the safety of our customers, please make sure that you strictly adhere to these mitigations. If you have any ideas for improvements or there is a breakdown in procedures (for example cleaners not being available) please report this to your manager and PCS. While PCS advice is still to not volunteer to work face to face the guidance has recently been changed to remove this. Your manager will still need to discuss your concerns with you. If your Jobcentre plans to open further or change working practices please contact PCS to ensure that the process has been followed and concerns of members addressed. We need to know all the problems and potential problems so we can try and get mitigations put in place. PCS will continue to monitor the situation. BAME Risk Assessments Initial numbers suggest that uptake is lower than expected so far. The process is here. If you are BAME or if you manage BAME staff please read the procedure. We strongly recommend that managers encourage their BAME staff to have this risk assessment. Extended Working Hours in Jobcentres PCS advice is here. PCS locally have tried to use the experience of our PCS colleagues in CMG to make sure that the relevant policies and safeguards are in place. We have discussed any issues as soon as possible with management to try and avoid problems for PCS, management, and members. We have had a couple of bumps in the road but hopefully we have got most of them evened out. There are still a few individuals who have not reached a satisfactory solution. We will continue to support members and management to get a resolution. If this applies to you and you have not contacted PCS yet please do so ASAP as the earlier we can intervene the easier it is to get a resolution. Time is running out to sort out problems on this issue. PCS Black Members Seminar There is a PCS Black Members Seminar using Skype on Saturday 3 October 2020 from 10:00-15:30. See here for details. Harassment, Bullying and Discrimination PCS reps have had some discussions with a number of members on this issue. Please talk to us if you have any experience of being bullied or experiencing bullying. We will talk in confidence and support you if you wish to take out a complaint. JOIN PCS REMEMBER in times of crisis it is more important than ever to join a union. Ask all your colleagues, friends and relations to join a union and if any of your colleagues are members but don’t get this e-mail ask them to e-mail me and ask to be put on the list. Availability of reps Most reps are now back either in the office or working from home. The peak of summer leave has also passed. For obvious safety reasons support will be, in many cases, done by e-mail, phone and Skype. We continue regular communications with managers at CMG site level and Jobcentre District level feeding in issues from reps and members who are at home and those in work as we still represent all of our members. PCS Latest News

I’m sitting here enjoying the sight of the autumn sunshine. The world and the vast majority of the people in it are beautiful. We don’t need to let those who don’t care about the world or the people to carry on running things. We can change it. We can start by joining PCS, becoming active, and helping our fellow workers and the public. See below for some ways to help. Enough of the philosophy; here is the latest news. Pay Please, please, please SIGN THE PCS PETITION. Do it NOW. Ask your colleagues to sign, ask your friends to sign, ask your family to sign. Drag the government to the negotiating table. We have had a fantastic response but we still need more signature Flexi Credit The credit for those working in the office has now been extended to 2 October 2020 following lobbying by PCS. See here for details. If you are working in an office make sure that you claim it. Reopening Jobcentres I am not allowed to give details here about the full PCS response to our safety concerns because of Employee Relations policies. You will have to find out through other means. Jobcentres are now extending services to see customers face to face. PCS have negotiated to put a number of mitigations in place to make working as safe as it can be. Stay Safe It looks like we could be having a second spike in coronavirus. I am especially concerned with the reopening of schools and students arriving at universities in Leicester and Loughborough. DO NOT relax your guard. Follow the rules, keep washing your hands, maintain social distancing, and remind your colleagues to do the same. If procedures are not working, or not compliant with these policies, or you have ideas to make your workplace safer please discuss it with your manager and PCS Health & Safety rep. We know that there have been some staff in Leicestershire who have tested positive. PCS has helped management to ensure that the appropriate Health & Safety action has been taken.
